Reciprocal Tariffs Update
The United States government issued two executive orders on April 2, 2025, invoking the International Emergency Powers Act (IEPPA) authority.
Reciprocal Tariff Order
Global Tariff
Effective: April 5, 2025
Policy: 10% global tariff on US imports from all countries unless excluded.
Implementation: Such rates of duty shall apply with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern daylight time on April 5, 2025, except that goods loaded onto a vessel at the port of loading and in transit on the final mode of transit before 12:01 a.m. eastern daylight time on April 5, 2025, and entered for consumption or withdrawn from warehouse for consumption after 12:01 a.m. eastern daylight time on April 5, 2025, shall not be subject to such additional duty.
Country Specific Tariff
Effective: April 9, 2025
Policy: You may find the country tariff list at Annex I. It was initially announced the country-specific tariff would be in addition to the global 10% tariff. However, there are been reports that the White House has clarified that the country-specific tariffs are inclusive of the 10% global tariff.
Implementation: Such rates of duty shall apply with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. Eastern daylight time on April 9, 2025, except that goods loaded onto a vessel at the port of loading and in transit on the final mode of transit before 12:01 a.m. eastern daylight time on April 9, 2025, and entered for consumption or withdrawn from warehouse for consumption after 12:01 a.m. eastern daylight time on April 9, 2025, shall not be subject to these country-specific ad valorem rates of duty set forth in Annex I to this order.
Exclusions
- Imports from Canada and Mexico that qualify under the USMCA.
- Steel and aluminum articles and derivatives already subject to Section 232 tariffs of 25%.
- Articles pending Section 232 review.
- Automobiles and auto parts subject to Section 232 tariffs of 25%.
- Articles from a trading partner subject to Column 2 duty rates.
- Articles covered under 50 USC 1702(b) including informational and communication goods, and charitable donations.
- Copper, semiconductors, articles of lumber, energy products, certain critical minerals, and pharmaceuticals. Details will be provided once confirmed in writing by CBP.
De minimis for PRC
Low-value imports from PRC order
Effective: May 2, 2025
Policy: Shipments from China and Hong Kong into the US valued at $800 or less will now be subject to all applicable duties including reciprocal tariffs. The effectiveness of this order and the potential inclusion of Macau will be under review in the next 90 days.
Non-postal Shipments
Non-postal imports will require standard consumption entry and payment of applicable duties/tariffs.
Postal Shipments
From May 2 to June 1, Flat duty rate of 30% or $25 per item, whichever is higher. From June 2, Flat duty rate increases to 50% per item.
Elimination of de minimis treatment for imports from all countries is under consideration.
